The first 3 notes are "pick-up" notes; they are quarter notes (about 1 second each) and are played (down, down, down with the pick). The remainder of the song, the pick is always down up for each note.
On Stave 4, your first finger should still be hovering over the 2nd fret, and the "3" note on the B string is played with your middle finger, then index for the 2, the open, then the index for the "3" note on the G string.
